A gully is the grid-covered drain at ground level that collects rainwater and waste water the one outside the kitchen, by the downpipe, or across a yard or driveway and carries it into the underground drains. Underneath the grid is a small trap that catches debris. Over time leaves, silt, grit, grease and rubbish build up in that trap until water can't get past and that's when it overflows or stands.
Cleaning it out gets the surface water moving again before it backs up or floods.
